I live in the U.S. and had homeroom teachers in elementary and middle school. Homeroom was always the first class of the day. Homeroom was the first meeting of a class in the morning and served as base in elementary school where attendance was taken and that teacher taught a number of classes. In first and second grade I had only one teacher all day but by fourth grade, I had a homeroom teacher who taught English, History and math and another teacher who taught science. Homeroom was also the last class of the day. The teacher whould make announcements, pass out notices and and report cards. In middle school they handed out school or grade wide notices or made annoucements. That teacher taught only one class.
